on the streets of oakland, violent crime surging, city leaders looking for solutions and ultimately admitted they needed outside help. but before any answers emerged, in 2013, oakland will mourn another victim. cbs 5 reporter ann notarangelo has that top story. good evening, app. >> reporter: hey, good evening, brian. you know, if no one is killed tonight, oakland will have seen 131 homicides this year. that's a 26% increase over 2011. and the latest victim, 15 years old, jubrille jordan. a somber annual memorial to remember oakland's homicide victims this year. the newest cross for 15-year- old jubrille jordan gunned down yesterday afternoon in an apartment complex near 66th avenue. a 14-year-old boy in the group was also shot in the foot. >> i looked out the window seen the little girl fall right here and the boy fall over here. >> i heard around 8 to 10 shots. s of so nervous i couldn't even call 911. >> reporter: police are looking for a teenage gunman. it's the same complex where another 15-year-old was gunned down in july. just a mile away from where 5- year-old gabriel martin

bastida in for allen tonight. we are following some developing news in oakland, where a jail inmate appears to have given police the slip. now, they have been searching in an oakland neighborhood all day where the suspect broke from his shackles and got away while being taken to highland hospital. cbs 5 reporter da lin says the suspect shed his clothes in the neighborhood. deputies ran house to house with their guns drawn near highland hospital searching for a violent jail escapee. alameda county sheriff's deputies, oakland police, bart police and state parole agents locked down a 10-block area to search for this man, 31-year- old anthony hoskins. deputies say the landscaping made the search difficult. >> you have yards that are not symmetrical. there's a lot of overgrowth. >> reporter: sources say he was facing a long prison term for a number of robberies and kidnappings. my sources believe he might have faked his medical condition so he could leave santa rita jail where he had been locked up since july. investigators are trying to figure out how he freed himself from his waist and
